FOR SUPPLY, DELIVERY AND INSTALLATION OF COMPLETE SILAGE MAKING KITS

1. BACKGROUND INFORMATION
E4Impact Foundation is part of a consortium implementing “Economic Recovery to The Impact of COVID-19 on Agri-Food Value Chain in Kenya Project. This is a three (3) years project funded by the Italian Agency for Development Cooperation (AICS). The other implementing partners are AVSI Foundation and the local County Governments of Meru, Tharaka Nithi, and Embu.
The goal of the project is to improve the socio-economic status and recovery of a minimum of 15,000 smallholder dairy farmers from thirty (30) selected dairy producer-farmer groups in the three (3) counties by enhancing Agri-Producer Cooperatives/groups to increase production, job creation, incomes, and food security.
The project has three key objectives:
- a. Production and income levels of smallholder farmers rebuilt and restored.
- b. Agri-producer cooperatives' leadership, management, accountability, storage, and processing capacity reinforced.
- c. Access to structured input and output markets, coordination, and networking of Agri-food value chain actors improved.
To strengthen fodder production and feed preservation, the project seeks to support dairy cooperatives and youth groups with complete silage-making kits, including multipurpose choppers, PPEs, watering cans, molasses, and silage bags.
2.0. Objective of the Assignment
The objective of this assignment is to procure and operationalise complete silage-making kits that will empower targeted youth groups to:
- a) Improve fodder conservation capacity.
- b) Enhance year-round livestock feed availability.
- c) Improve feed quality for higher milk production.
- d) Promote climate-resilient livestock feeding systems.
- e) Increase productivity and income for dairy farmers.
Expected deliverables:
- Supply and delivery of complete silage kits
- Installation and commissioning
3. ASSUMPTIONS & RISKS
3.1. Assumptions underlying the project
- Cooperatives and youth groups have adequate storage facilities for silage kits.
- Beneficiaries demonstrate willingness to adopt silage-making technology.
- Access to fodder materials is available in the target counties.
- No major disruptions in supply chain or logistics during delivery period.
3.2. Risks
- Delays in equipment delivery due to supply chain challenges.
- Inadequate technical skills among beneficiaries for equipment operation.
- Poor maintenance of equipment leading to premature breakdown.
- Limited availability of spare parts in rural areas.
4. SCOPE OF THE WORK
4.1. General
The selected supplier will be responsible for supply, delivery, installation, and commissioning of complete silage-making kits to targeted dairy cooperatives and youth groups in Meru, Tharaka Nithi, and Embu Counties.
4.2. Specific work
Supply of Complete Silage Making Kits
A total of 11 silage kits to be supplied and delivered as follows:
- Meru County – 5 kits
- Tharaka Nithi County – 4 kits
- Embu County – 2 kits
Each complete kit must include:

Delivery
- Deliver silage kits to designated groups in Meru, Tharaka Nithi, and Embu Counties.
- Supplier must ensure safe, secure, and complete delivery with proper offloading.
Installation and Commissioning
The supplier shall:
- Install and test the multipurpose choppers
- Demonstrate proper operation and safety features
- Officially commission all kits and hand them over to beneficiaries in the specific locations in Meru, Tharaka Nithi and Embu
Branding Requirements
All equipment MUST be branded with:
- E4Impact Foundation Logo
- AICS Logo
- Branding must be durable, clear, and professionally applied
4.3. Project management
Responsible body
E4Impact Foundation, AVSI Foundation and the Relevant County Government Departments.
Supervision
The assignment will be supervised by E4Impact Foundation, in coordination with AVSI Foundation and relevant County Government Departments.
5. LOGISTICS AND TIMING
5.1. Location
Meru County, Tharaka Nithi County, and Embu County, Kenya
5.2. Start date & period of implementation of tasks
- Delivery and installation must be completed within 10 - 30 days from contract signing.
- Training must be completed within 7 days of installation.
5.3. Supplier qualifications
Eligible suppliers must:
- d. Be legally registered businesses in Kenya
- e. Have at least 3 years' experience supplying fodder processing equipment
- f. Demonstrate experience with cooperatives, NGOs, or government-funded projects
- g. Provide at least three (3) references for similar assignments
- h. Demonstrate capacity to deliver within required timelines
6. REPORTS
6.1. Reporting requirements
The supplier shall submit a comprehensive Final Handover Certificate and report detailing delivery schedules, installation activities, training conducted, beneficiary feedback, and any challenges encountered during implementation.
6.2. Submission and approval of reports
The report referred to above must be submitted to the project manager identified in the contract. The project manager is responsible for approving the reports.
7. MONITORING AND EVALUATION
7.1. Definition of indicators
The following indicators will be used to measure the success of the assignment:
- Number of complete silage kits delivered (Target: 11)
- Number of beneficiary groups receiving kits (Target: 11)
- Percentage of equipment successfully installed and commissioned (Target: 100%)
- Number of beneficiaries trained in equipment operation and maintenance
- Quality of branding and compliance with specifications
8.0. Submission of bids
Interested suppliers should submit:
- Technical proposal (equipment specifications, installation plan)
- Detailed financial proposal (itemised costs including delivery)
- Company profile and registration documents
- Previous relevant work (photos, LPOs, completion certificates)
- After-sales service plan
